Project Overview

In 2023, the Town of Telluride completed its Vision Plan, laying a strong foundation for the next phase: updating the Comprehensive Plan. Building on the insights and momentum of that effort, the Comprehensive Plan update will actively engage the community in crafting a strategic roadmap to guide the Town’s future. This roadmap will address a wide range of key topics, including community character and land use, population trends and demographics, housing and neighborhoods, transportation, infrastructure, open space, and more.

Over the coming year, the Town will invite residents, businesses, and stakeholders to take part in shaping the core elements of the Comprehensive Plan. This collaborative process will ensure that the final Plan reflects the collective values, priorities, and vision of those who live, work, and invest in the Town of Telluride.

What is the difference between the Vision Plan and the Comprehensive Plan?

The Vision Plan serves as a guiding framework for the Town of Telluride as it embarks on its Comprehensive Plan update. Grounded in a clear understanding of “Where are we now?”, the Vision articulates a bold answer to “Where do we want to be?” Its components are organized around five core principles of livability—each representing a key area of focus for the Town's future.

With the Comprehensive Plan update now underway, the Telluride community will play a vital role in answering the next big question: “How are we going to get there?” In the first phase of this process, the Town will engage with residents to revisit and validate the Vision Plan’s core values and five guiding principles. Community feedback will directly shape the structure and priorities of the updated Comprehensive Plan.

The core values—sustainability, connectivity, and authenticity—will be woven throughout the Plan, ensuring it reflects the spirit of Telluride. The five principles of livability that anchor the planning process include:

  1. Economy
  2. Community
  3. Environment
  4. Infrastructure
  5. Housing

What is a Comprehensive Plan?

A Comprehensive Plan is a community-developed, long-range vision for what future development looks like, providing direction for future decisions related to land use, growth, environmental protection, open space, recreational trails, visual impacts, housing, economic development, and other topics pertinent to the viability of Telluride. The 2026 Telluride Comprehensive Plan process will update the 2006 Telluride Master Plan to apply to today’s community and future generations. This process is committed to engaging as many people as possible who live and work in Telluride, so thank you for being involved!

What is the process?

The Comprehensive Plan process began in June 2025 and is expected to be completed by summer 2026. The Comprehensive Plan process will build upon the Vision Plan that was completed in 2023. The process is split into three phases, and the timing of these phases is outlined in the graphic below:

  3. Plan Development

The Community Advisory Committee is a group of engaged individuals from across Telluride, made up of residents, business owners, community leaders, and more, who meet regularly throughout the process to discuss, collaborate, and provide guidance on the Comprehensive Plan's progress. You may hear from these members in the community, gathering feedback from you.

The Community Engagement Event Series is an in-person event series that will be hosted throughout Telluride to gather input on ideas for the Comprehensive Plan. These events will be described in more detail on the Town’s social media platforms and on this website, engagetelluride.com. Please check back often to provide input throughout the process.

Phase I Comprehensive Plan Survey

The Telluride Comprehensive Plan process will update the Telluride Master Plan (adopted in 2006, then revised in 2012) to reflect the needs of today's community and future generations. This process is committed to engaging as many people as possible who live and work in Telluride, so thank you for being involved!

This first questionnaire is designed to reconfirm the Community Vision.
There will be subsequent questionnaires throughout the process in Phases 2 and 3.
