What is the Telluride Short-Term Rental Study?
In advance of the expiration of Telluride Question 2D on November 2, 2023, the Town of Telluride is contracting with a selected firm for a comprehensive Short-Term Rental (STR) program evaluation and a mitigation fee study to help inform upcoming STR policy discussions. The study stemmed from the 2023 Town Council Goals & Objectives which included a goal of cultivating community sustainability and, in an effort to develop a full spectrum short-term rental policy, Council will analyze the impact of short-term rentals in Telluride along with the impact on long-term housing.
Prior to the expiration of the current suspension, the Town will work with the selected firm to analyze the data necessary to better understand the landscape of STRs, lodging, and housing in the Telluride region. In analyzing similar efforts by peer resort and mountain communities, the Town has identified four primary categories the study should address including existing short-term rental data, economic activity related to STRs, a housing demand analysis and development of STR mitigation tools.
After study results are released, the Town wishes to collaborate with the community and key stakeholders to discuss the study’s findings along with current STR policy and potential updates to STR policies.
Who is conducting the study?
Economic & Planning Systems (EPS) is an economic consulting firm that helps communities with economic and land use issues. Based in Denver, EPS has had past experience working in the Telluride Region. They have years of experience providing clear, objective expertise on real estate development and land use issues and public policy in all phases of the urban life cycle for public and private sector clients throughout the United States.
EPS offers insightful solutions to address the challenges and opportunities of urban development. EPS works collaboratively with various clients to create and maintain places that are economically robust, socially equitable, and environmentally sustainable and resilient.
What is Telluride Ballot Question 2D?
Residents of the Town of Telluride passed Telluride Question 2D at the November 2021 Regular Municipal Election suspending the release of new STR business licenses and capping the number of licenses to approximately 750 for a two-year period until November 2023.
What happened during the Public Engagement period of data collection?
The Town of Telluride and Economic Planning Systems (EPS) hosted two 1.5 hour Community Open House Sessions on Tuesday, July 25 at 1:00 pm and 5:30 pm for the public to join in a discussion to review initial findings from the data analysis, answer questions, and facilitate a discussion around the initial draft findings.

The Town of Telluride and Economic Planning Systems (EPS) hosted three stakeholder meetings on Wednesday, July 26 to gather input regarding the current STR policies in place to explore the impacts on local community members, restaurants, retail, lodging, and real estate. These sessions were intended to gather feedback from key stakeholders regarding the impact of short-term rentals, current STR policy and more.
The Town will use the findings from the study as well as public input from the open house sessions and targeted discussions to best inform final findings, which are expected to be presented in the Fall.

What are the next steps?
The lead study consultant, the Town of Telluride and Economic Planning Systems (EPS), will present potential policy recommendations to Town Council on Tuesday, September 12 at 10 am.
