What is the Shandoka/ Lot L Redevelopment Project?
The Town of Telluride is planning improvements for the Shandoka Lot (Lot L), which currently operates as a surface parking lot. The project proposes replacing the existing lot with a structured parking garage that increases parking capacity while introducing housing and community amenities. The effort builds on the Telluride Master Plan, the Southwest Area Conceptual Plan, the Lift 7 Neighborhood Planning effort, and Town Council’s 2026 Goals & Objectives, which identify this site as an opportunity to provide parking, housing, and neighborhood services.
The Town has engaged Design Workshop and a multidisciplinary consultant team to support site planning, architectural design, infrastructure planning, and landscape design for the project.
Shandoka / Lot L Alternative 2
As part of the Lift 7 Neighborhood Planning effort in 2025 (referred to as Phases 1 and 2), the project team developed and evaluated concept alternatives for the Shandoka Lot that explored different ways the site could support parking, housing, public amenities, and circulation improvements. These concepts were shared through community meetings, open houses, and an online survey.
Feedback from community members, HARC, and Town Council helped identify key priorities for the site, including building scale and massing, site organization, circulation and parking access, and the integration of public amenities.
As part of this effort, the project team presented an “Alternative 2” for the site to Town Council on September 9, 2025. This concept built upon an earlier plan (now referred to as “Alternative 1”) developed during the summer and reflects an evolution of the initial concept.
During the meeting, Town Council viewed Alternative 2 as an improvement over the earlier concept and supported advancing the concept for further refinement. Council also recommended that the alternative be shared with the community to solicit additional public input as the project moves into the next phase of planning.
Alternative 2 organizes the site around a structured parking solution while introducing housing and community-serving uses that support the surrounding neighborhood. The concept replaces the existing surface parking with a parking structure designed to maintain and enhance parking capacity, allowing additional uses to be incorporated into the site.
Key elements of the Alternative 2 program include:
- A structured parking garage, with a reduced footprint and greater amount of parking below grade than previous designs, to support intercept, community and visitor parking including skiers.
- Residential units in separate buildings and along portions of the parking structure to support community housing
- Childcare facility serving local residents
- Transit-oriented and Neighborhood-serving commercial spaces at the ground level
- Improved pedestrian, bicycle, and vehicle circulation throughout the site
- Public-facing spaces and amenities that support daily neighborhood activity
Next Steps and Starting Phase 3
Phase 3 of the planning effort focuses on advancing the preferred direction for the Shandoka Lot into a more detailed development proposal and moving through the Town’s formal HARC and Planning & Zoning review and entitlement processes.
During this phase, the project team will further refine the Alternative #2 site plan, architectural concepts, and circulation framework while preparing the materials required for land use applications and board review. This includes development of supporting studies, architectural materials, and site design documentation.

Following the open house, the project will move through the Town’s formal public review process, which will include a series of public hearings with Town boards and commissions. These meetings will provide opportunities for the public to observe and participate in the review process and provide comment as the project advances.
