What is the Chair 7/Carhenge Neighborhood Planning Project?

The Town of Telluride and Telluride Ski & Golf (TSG) are collaborating to continue the development of critical housing infrastructure, commercial space, and an additional bed base in the Lift 7 base area. A Phase 2 Memorandum of Understanding (MOU) was recently executed between the Town and TSG to collaborate on planning and development for the Lift 7 Neighborhood (Lift 7 Base Area and Carhenge Lot) and Lot L parking lot. As part of the planning and design for this area, the entities have engaged with Design Workshop and an architectural and engineering team to advance architecture, infrastructure, and landscape design.

This strategic project aims to align with the community and housing development goals outlined in the Town of Telluride’s Southwest Area Plan, with a specific focus on the Carhenge site, Tract Y, Shandoka, and Lot L. Building upon the Southwest Area Plan’s recommendations, the Lift 7 Neighborhood Plan will adopt an integrated approach to the Carhenge Lot and the Telluride Ski and Golf land surrounding Lift 7.

What was the outcome of Phase 1?

Phase 1 of the Lift 7 Neighborhood Planning Study focused on the conceptual site planning for Carhenge Lot L, and Tract Y to explore how target land uses and densities could be achieved. This process included analyzing existing conditions while engaging with the community through two public meetings. The first round reviewed existing conditions and the Southwest Area Plan, providing context for development opportunities and constraints. The second round focused on the proposed plan, including site layout, development character, and preliminary massing. Feedback from stakeholders emphasized the importance of maximizing open space, improving pedestrian safety, addressing traffic concerns, and aligning the development with Tellurides historic character. The outcome of Phase 1 established a foundation for a holistic plan that will continue to evolve during Phase 2.

Next Steps and Starting Phase 2

In Phase 2, the community can expect further refinement of the neighborhood plan, infrastructure planning, landscape, and architectural design while addressing feedback from Phase 1. This phase will also include the preparation of land use applications for the Carhenge and Lift 7 areas (Conceptual PUD, Subdivision, and Rezone). Additional public meetings and neighborhood outreach opportunities are anticipated throughout Phase 2. Project goals include improving pedestrian connectivity, refining affordable housing distribution, integrating open space, and addressing traffic and parking concerns.

As the project moves into Phase 2, upcoming neighborhood planning meetings and public review sessions will provide opportunities for community input in helping to guide the development of the Chair 7 Neighborhood.
