What is the Carhenge Lot Redevelopment Project?
The Town of Telluride is evaluating future improvements for the Carhenge site, which currently functions as a surface parking area serving visitors, skiers, and nearby neighborhoods. The project explores transforming the site into a mixed-use neighborhood that includes housing, community spaces, and public amenities while maintaining necessary parking and access within the area.
This work builds on guidance from the Telluride Master Plan and the Southwest Area Conceptual Plan, which identify this area as an important opportunity to support community housing, strengthen neighborhood connections, and enhance the public realm in the southwest portion of town.
To support this effort, the Town has engaged Design Workshop and a multidisciplinary consultant team to assist with site planning, architectural concepts, infrastructure coordination, and landscape design.
Carhenge Lot Preferred Concept Plan
During the Lift 7 Neighborhood planning effort in 2025 (referred to as Phases 1 and 2), the project team explored a range of ideas for how the Carhenge site could evolve over time. The work focused on understanding how the existing surface parking area could transition into a more active neighborhood environment that supports housing, public space, and neighborhood-serving uses.
Concepts for the site were shared with the community through public meetings, open houses, and an online survey. Input from community members, HARC, and Town Council helped clarify priorities for the site, including building scale and massing, neighborhood character, circulation and access, and opportunities for meaningful public spaces.
Through this process, the project team began refining a preferred concept that organizes the site as a mixed-use neighborhood with housing, public gathering spaces, underground parking and supporting amenities. The concept focuses on transforming the currently underutilized parking lot into a more connected and vibrant part of the surrounding area while maintaining appropriate access and circulation.
Key elements currently being explored for the Carhenge site include:
- Community housing opportunities integrated throughout the neighborhood
- Public open spaces and gathering areas that support everyday neighborhood activity
- Ground-level commercial or community-serving uses
- Improved pedestrian, bicycle, and vehicle circulation throughout the site
- Connections to surrounding streets, trails, and nearby public spaces
Next Steps and Starting Phase 3
Phase 3 of the planning effort focuses on advancing the preferred concept for the Carhenge site into a more detailed development proposal and initiating the Town’s formal land use review and entitlement processes.
The Carhenge project is anticipated to move through several entitlement processes, which include a subdivision application, a Planned Unit Development (PUD), and a Large Scale Activity review.

How can I learn more or get involved?
As the project advances through Phase 3, it will move into the Town’s formal public review process. This will include a series of public hearings associated with the Planned Unit Development, Subdivision, and Large Scale Activity applications.
These hearings provide opportunities for the public to follow the review process and provide comment as the proposal is considered by Town boards and commissions.
